I slowly apply light washes of color, starting with a couple shadow tones, and slowly incorporating local color.

Is it more advantageous to start with the cooler shadow colors first?

Yes. Let's say you are working in watercolor and have an ultramarine blue shadow color. If you are painting an orange, the local orange color of the orange will blend perfectly and naturally on top of the blue shadow to create the perfect shadow tone for the orange. It's like magic.
